ประวัติความเป็นมาของตำรวจภูธรจังหวัดขอนแก่น
ประมาณปี พ.ศ.2418 ในรัชกาลของสมเด็จพระจุลจอมเกล้าฯ เจ้าอยู่หัว รัชกาลที่ 5 ในปีนี้เองได้มีการประกาศจัดตั้ง ตำรวจภูธรจังหวัดขึ้นเป็นครั้งแรก เรียกว่า “ทหารโปลิศ” มีหน้าที่รักษาความสงบเรียบร้อยในส่วนภูมิภาค และสามารถปฏิบัติหน้าที่ทหารได้ด้วย ในตอนแรกๆ ได้ใช้ตำรวจจ้าง ต่อมาจึงอนุมัติให้ใช้บัญญัติเกณฑ์คนเข้าเป็นตำรวจเช่นเดียวกับทหาร จึงเป็นสิ่งบ่งชี้ว่า ตำรวจเมืองขอนแก่น ได้จัดตั้งขึ้นมาในสมัยนี้เอง แต่เดิมมีเพียงสถานะเป็นสถานีตำรวจเล็กๆ แห่งหนึ่งของอำเภอเมืองขอนแก่นตั้งอยู่ริมทุ่งนาทางทิศเหนือของหมู่บ้านเมืองเก่า ตำบลเมืองเก่า อำเภอเมืองขอนแก่นในปัจจุบันแต่เนื่องจากการเวลาและการเปลี่ยนแปลงของสภาพบ้านเมืองได้เจริญขึ้นมาตามลำดับ กิจการตำรวจขอนแก่นก็ได้มีการเปลี่ยนแปลงเจริญขึ้นตามมาเป็นลำดับเช่นเดียวกัน
พ.ศ.2440 โปรดเกล้าให้ พลตรีพระยาวาสุเทพเป็นเจ้ากรมตระเวนหัวเมือง และในปลายปีนี้เอง จึงได้โปรดเกล้าฯ ให้จัดตั้ง “กรมตำรวจภูธร” ขึ้นแทนกรมตระเวนหัวเมือง มีเขตพื้นที่รับผิดชอบหัวเมืองต่างๆ จึงแสดงให้เห็นว่า กิจการตำรวจไทยรวมทั้งตำรวจขอนแก่นด้วย ได้มีการเปลี่ยนแปลงมาเป็นลำดับจนถึงปัจจุบัน
เมื่อปี 2454 กิจการของตำรวจขอนแก่นสมัยนั้นยังไม่เจริญและมีฐานะเป็นเพียงสถานีตำรวจย่อยๆ และนายตำรวจที่มาดำรงตำแหน่งสมัยนั้นก็มีฐานะเป็นเพียงหัวหน้าสถานีเท่านั้น ซึ่งเรียกกันโดยย่อว่า “หัวหน้าสถานีตำรวจภูธร” โดยมี ร.ต.ท.หลวงชาญนิคม ดำรงตำแหน่ง หัวหน้าสถานีคนแรกของอำเภอเมืองขอนแก่น
พ.ศ.2459 ทางราชการจึงได้ยกฐานะนายตำรวจที่มาดำรงตำแหน่งหัวหน้าสถานีตำรวจขึ้นเป็นผู้บังคับกองเรียกว่า “ผู้บังคับกองสถานีตำรวจ” โดยมี ร.ต.ท.หลวงไพรีพินาศ ดำรงตำแหน่งเป็นผู้บังคับกองสถานีตำรวจภูธรอำเภอเมืองขอนแก่นเป็นคนแรก นับตั้งแต่ทางราชการได้ยกฐานะขึ้นมาเป็นสถานีตำรวจภูธรอำเภอแล้ว เป็นเวลานานถึง 28 ปี
เมื่อปี พ.ศ.2487 กิจการตำรวจขอนแก่นได้เจริญก้าวหน้าไปตามสภาพของสังคม จึงยกฐานะขึ้นมาเป็น “กองกำกับการตำรวจภูธรจังหวัด” เรียกว่า “กองกำกับการตำรวจภูธรจังหวัดขอนแก่น” โดยมี พ.ต.ต.ภัทร วิสมิตะนันท์ ดำรงตำแหน่งผู้กำกับการฯ คนแรกจึงถือว่า วันก่อตั้งกองกำกับการตำรวจภูธรจังหวัดขอนแก่นครั้งแรกคือปี พ.ศ.2487
เมื่อวันที่ 10 ม.ค.2532 มีการปรับโครงสร้างกองกำกับการตำรวจภูธรจังหวัดขอนแก่น เป็น “ตำรวจภูธรจังหวัด” โดยมี รองผู้บังคับการ เป็นหัวหน้าหน่วย และมีหน่วยเพิ่มมาอีก 2 หน่วย คือ ตำรวจภูธรจังหวัดเขต 2 และตำรวจภูธรเขต 3 โดยมีระดับ ผู้กำกับการ เป็นหัวหน้าหน่วย เป็นเหตุให้มีการเปลี่ยนแปลงชื่อหน่วยงานจากเดิมที่เรียกกันว่า “กองกำกับการตำรวจภูธรจังหวัดขอนแก่น” มาเป็น “ตำรวจภูธรจังหวัดขอนแก่น”
ในปี 2536 กรมตำรวจได้มีการยุบและปรับโครงสร้างหน่วยงานใหม่ โดยยุบตำรวจภูธรเขต เหลือเพียงตำรวจภูธรจังหวัดขอนแก่น และต่อมาวันที่ 23 ม.ค.2537 มีการปรับระดับ รองผู้บังคับการหัวหน้าตำรวจภูธรจังหวัด เป็นระดับ ผู้บังคับการตำรวจภูธรจังหวัดขอนแก่น ผู้ดำรงตำแหน่งท่านแรก คือ พล.ต.ต.เสถียร วงษ์ทิพย์ ดำรงตำแหน่งปี 2537-2539
ต่อมา วันที่ 1 ตุลาคม พ.ศ.2558 อาคารสถานที่สร้างขึ้นมาใหม่ก็แล้วเสร็จ จึงได้ย้ายที่ทำการตำรวจภูธรจังหวัดขอนแก่น มาที่อาคารเลขที่ 324 หมู่ 16 ถ.กัลปพฤกษ์ ต.ในเมือง อ.เมืองขอนแก่น จว.ขอนแก่น 40000 และดำรงอยู่ตราบเท่าทุกวันนี้
History Khonkaen Provincial Police
Around B.E.2418, during the reign of King Chulalongkorn the Great (King Rama V), the Provincial Police was first established, known as “Polis Soldier”, which is responsible for maintaining order in the region and able to perform military duties as well. At the beginning, police were hired. Later, approved to enlist people to be police like the military, therefore, Khon Kaen Provincial Police was established in this period. Originally, it was only the small police station located on the edge of the northern rice field of the old town village in Muang Kao Sub-District, Muang Khon Kaen District.
King Chulalongkorn the Great (King Rama V) graciously appointed Major General Phraya Vasuthep to be Chief of Provincial Patrol in B.E.2440 and at the end of the year, graciously “Provincial Police Department” was set up instead of “Provincial Patrol Department”, which had responsible for area in several cities. It showed that Thai Police affairs, including Khon Kaen police has gradually changed until now.
Khon Kaen Police was just the small police station in B.E.2454 and at that time, chief of the station was called “Chief of the Provincial Police Station”, which Pol.Lt. Luang Chan Nikom
was the first chief of Khon Kaen Police Station.
The government had upgraded the position of head of the police station to be the command division called “Commander of Police Station” in B.E.2459, which Pol.Lt. Luang Phairipinat was the first commander of Khon Kaen Police Station.
Khon Kaen Police affairs progressed according to social conditions and was upgraded to be “Provincial Police Sub-Division”, called “Khon Kaen Provincial Police Sub-Division” in B.E.2457,
which Pol.Maj. Pattara Wismitanan was the first superintendent, so it was considered that Khon Kaen Provincial Police Sub-Division was established for the first time in B.E.2487.
On 10th January B.E.2532 Khonkaen Provincial Police Sub-Division was restructured into Khonkaen Provincial Police, and the chief is the commander. Also, there are 2 more units added: Provincial Police 2 and Provincial Police 3, and the commissioner is the commander. As a result, Khonkaen Provincial Police Sub-Division was changed into Khonkaen Provincial Police.
In B.E. 2536 Police Department subsided and restructured new units by diminishing Provincial Police Region into Khonkaen Provincial Police, and them on 23rd January B.E. 2537 there was a change to the position of a commander of Provincial Police into a commander of Khonkaen Provincial Police. The first office holder was Major General Satein Wongtip between B.E. 2537-2539.
Afterwards, on 1st October B.E. 2558 the buildings were built completely; therefore, Khonkaen Provincial Police’s office was transferred to the building 324, Village 16, Kanlapaphruek Road, Mueng Khonkaen District, Khon Kaen Province, 40000 until the present.
